Download, unzip, rename PLDECAL to TEMPDECAL and move it into C:\Program Files\Steam\steamapps\your@emailaddress.com\Counter-Strike\cstrike

Then find it, change in its properties to Read Only.
If you need to change it, uncheck Read only.
